The capital of Alto Paraná will celebrate its 65th anniversary on February 3. As a new anniversary arrives, the lack of an urban master plan continues to be the great deficit of Ciudad del Este. Apparently there are no directives from the commune to change this situation, according to engineer Héctor Duré, one of the leaders of the construction sector in the East.
“It is necessary to develop a master plan, prepared especially by architects, by urban planners, who are specialists in the subject, and we as engineers accompany it,” said engineer Duré when asked about the situation of urban chaos in Ciudad del East.
The construction professional mentioned some aspects of the disorderly growth of Ciudad del Este and that until now have not been treated and solved with the elaboration of a master plan and the taking of actions according to that.
One of those problems that he considers even absurd is that Ciudad del Este is a city where housing, warehouses, commerce and factories are mixed without there being clearly zoned areas for each sector.

“The uses of each zone must be clearly defined. In the commercial microcenter itself, there are buildings where warehouses are mixed with apartments and offices, which clearly leads to all the existing disorder,” said Duré. Traffic jams are part of that problem.
As a not insignificant piece of information, he mentions the lack of house numbering and street signs in vast sectors of the city. "Numbering is essential to give a sense of identity and development to the city," said Duré, while indicating that it is absurd that, at this time, we continue to use the expression "close to" to count an address.
“The subdivisions are being made and their approval is not accompanied by a street name and subsequent numbering of houses. We continue to have neighborhoods with names given by real estate agencies and not by the municipality, which is the institution responsible for urban organization,” said engineer Héctor Duré.
“As a consequence of the lack of a master plan, neighborhoods are being created without guaranteeing the intertwined road connection. A master plan must also contemplate the road layout by which people have exit or access road options without depending on Route PY02 ″, he added.
For the professional, to the extent that these new communities are approved without rhyme or reason, without specific criteria for organized growth and without there being connections between main avenues, the secondary accesses come to nothing because they have no continuity and, in conclusion, , the disorder that has been suffered for a long time is produced.
For engineer Duré, Ciudad del Este lacks that directive to grow in an orderly manner. It is a fault that only the municipality must solve because legally as an institution it is the only one that can and must impose that order that arises from the master plan. It was before the consultation about whether he sees that the current municipal administration has any solution plan.
"I don't know what work they are doing in the municipality, but apparently there are no guidelines because (Miguel) Prieto seems to be doing things by feeling, by specific impulses and not by planning his technical areas," the builder remarked.
As an example of Prieto's lack of management, he cited that the commune has many architects, but not engineers to accompany the process. “It seems that there is no directive, I hope I am wrong, that a planned work is really being organized and a master plan is being considered,” emphasized the professional.
