The end of the state of alarm in Spain occurs this Sunday, May 9 at 00:00 , at which time many of the restrictions in each territory of our country decline.
For this reason, the autonomous communities have been announcing which measures remain in force and which are not, with differences in some areas due to the relevant judicial authorizations (such as in the Balearic Islands, the Valencian Community or Catalonia, where the curfew will remain in force). Thus, a new scenario opens from this Sunday, May 9. Check here the situation in each territory with the curfew, the confinement or the hotel industry, among other measures. The Junta de Andalucía has approved the measures that will come into force from Sunday, when the state of alarm ends. The closing time of the hotel is set at 00:00, the curfew and the perimeter closure of the Community are eliminated . In addition, the executive has designed a plan with three phases linked to the vaccination rate . President Juanma Moreno has shown his regret that there is no rule that allows communities to take measures with "guarantee and security" and have to depend on a judicial decision.
The first phase is stabilization from May 9 to May 31. A second phase of progress that begins on June 1 and a third phase of normalization that would begin on June 21. Moreno hopes that by that time at least 70% of Andalusians will have received the first dose and 40% the complete regimen
These rules will be in force until May 31 and that is where the advance phase would enter with fewer restrictions.
As of May 9, the curfew is no longer in force and so is the perimeter closure of the community, that is, as of Sunday it will be possible to enter and leave Andalusia.
If there is judicial authorization, municipalities with more than 5,000 inhabitants with an incidence of more than a thousand will be closed on the perimeter. Only essential business activity will be allowed in them. In those with less than 5,000 inhabitants, the case will be studied individually
The opening hours of the hostelry, which to date were set at 10 p.m. , are extended to 12 p.m. The tables will be for up to 8 people indoors and 10 outdoors depending on the alert level of each municipality.
Bars with music and discos will be able to open until two in the morning with the same capacity and table conditions as restaurants. Dance floors will be allowed in municipalities with alert level one, always outside and with a mask.
Shows, cinemas, sporting events and bullrings at alert levels one and two will have to leave a free seat between groups of spectators. In the rest of the levels the meter and a half of separation.
At beaches and swimming pools, no time limit is established. If a COVID protection plan and respect for the safety distance will be necessary
The president of Castilla-La Mancha, Emiliano García-Page, together with the Minister of Health, Jesús Fernández Sanz, have offered the news of the new regulations that will govern from midnight this Saturday as soon as the state of alarm ends. Statewide.
At a press conference after a new extraordinary Government Council, they have given the details of the new decree that will govern the region as of midnight, a set of measures that requires "an important change in regulations," according to García-Page.
End of perimeter closure
One of the measures adopted, he has recalled, involves lifting the perimeter closure of the Autonomous Community, since without a state of alarm it has no legal guarantee. This scenario without a state of alarm requires, he has recalled, listening to legal experts. There will also be no curfew, but some restrictions will be maintained where the Autonomous Community can act.
no curfew
Emiliano García-Page has also announced that there will be no "curfew" once the state of alarm declines, starting at 00:00 this Saturday.
Mandatory use of the mask and restriction of hours
It will be mandatory to wear a mask and there will be restrictions on hours in the hotel industry, --"the most flexible in Spain"--, even reaching an hour after midnight in the case of terraces.
This context will cause the region to make a "meticulous analysis" in a spring where "pilgrimages, parties, communions" will be recovered, and ultimately extremes that, together with the arrival of the longest days, a lot of activity will be recovered. All these measures will mean that "if a localized or sectorial decision has to be made", this will be done, with "very elementary levels of alarm" to be able to delimit specific localities or territorial spaces. In any case, the tracking work in the Autonomous Community will be increased, as García-Page has pointed out.
Capacity limitation
As explained by the Minister of Health, as of Sunday, consumption in bars will not be allowed and the capacity will be 75% indoors and one hundred percent abroad, except in municipalities that require more restrictive measures.
In addition, the number of diners rises to 10 people both indoors and outdoors. Cleaning in premises, personal hygiene, ventilation of spaces, prohibition of sale and consumption of alcohol when bars are closed between 1:00 and 6:00 a.m. or one hundred percent capacity in places of worship are other extremes included in the decree that will enter into vigor.
As of May 9, the curfew ceases to be in force at ten at night and also the perimeter closure of the community, that is, as of Sunday it will be possible to enter and leave Castilla y León.
The hotel business hours, which to date were set at 10 p.m., are extended to 12 p.m. to avoid meetings in private places.
As the incidence decreases, this schedule will be extended, at alert level 2, the closing time for the hotel industry will be until one in the morning and, at alert 1, the schedule will be the usual.
Of course, the interior of bars and restaurants, as well as betting houses, remains closed in those municipalities with more than 5,000 inhabitants that exceed the cumulative incidence of 150 cases in 14 days. In this situation there are 31 municipalities, including four provincial capitals: Burgos, León, Soria and Segovia.
There is no capacity limit in the temples and there will be no limitation of people in private meetings.
The closure will be decreed, between twelve at night and six in the morning , of all non-essential activities.
Likewise, it has indicated that containment measures will be taken in the municipalities once the medium-high level of transmission is exceeded and those municipalities that have an incidence of more than 250 cases per 100,000 inhabitants, or that have increased this more will be confined. of 80% with respect to the data of the previous week.
Social gatherings of up to six people are allowed, both in public and private places.
Meetings of more than six people are also not allowed in bars and restaurants, unless they are living together. This limitation is extended to the interior of the hotel industry. As for the capacity, it is limited to 30% indoors and 100% outdoors.
Once the state of alarm wanes, the curfew will be at twelve at night for the hospitality sector, declining for the rest of activities and for mobility . In addition, the perimeter fence of the community will be eliminated. This, if it were necessary to re-impose it, should be requested from the central government, if decisions on perimeter closures can continue to be made at a more local level.
Extremadura will have a so-called Covid traffic light, which will be established based on the alert level in which the community is located, and depending on whether the activities are considered high, medium or low risk, it will present a variety of restrictions. Extremadura right now is at Alert Level 1.

The Government of the Valencian Community has approved this Saturday the new restrictions in the face of the pandemic that will come into force this Sunday, once the state of alarm subsides.
Curfew from 00:00 to 06:00
Among the new measures agreed, it is contemplated to limit mobility between 00:00 and 06:00, which represents a delay of two hours compared to the current one (from 22:00 to 06:00). This has been agreed at the meeting of the Interdepartmental Commission held this Saturday, after the Superior Court of Justice of the Valencian Community (TSJCV) has endorsed the Generalitat's proposal to maintain some of the restrictions to deal with the pandemic.
Expansion of meetings to 10 people
These measures, which will be in force until May 24, also include the extension to 10 people in social gatherings and that hotel and restaurant establishments will be able to close at 11:30 p.m. and increase their interior capacity from 30 to 50%, while 100% capacity is maintained on the terraces.
The Valencian Community, which maintains the lowest cumulative incidence of coronavirus in Spain, increases the number of people in social gatherings from six to ten, both in private spaces and in public places.
It also limits the capacity in worship spaces and for religious meetings and celebrations to 75%, provided that the interpersonal distance respects a minimum of 1.5 meters, as well as for other activities, such as congresses; cinema and theater halls; fairground attractions, zoos, or aquariums. This capacity will also govern commercial establishments and premises, markets that carry out their activity on public roads in the open air, or festive venues, as well as for the common areas of hotels, tourist hostels, rural houses and other similar accommodation.
Without nightclubs and cocktail bars
On the other hand, the activity of discos, dance halls and cocktail bars with and without live musical performances, pubs, cyber-cafes, theater cafes, concert cafes and singer cafes remains suspended, and the holding of popular celebrations, parades or traveling shows.
Mandatory use of the mask
The mandatory use of the mask is maintained from the age of six, except for outdoor sports; for bathing and rest periods before or after bathing, and the moments strictly necessary to eat or drink, in places where it is authorized.
Navarra, one of the communities that has implemented the most restrictive measures in recent months, will maintain the closure of the interior of the hotel industry and of all activity in interior areas of establishments such as bingo halls, game rooms and recreational facilities.
In addition, the Campo de Borja region is included in this list with an incidence of 450 cases per 100,000 inhabitants in the last week. The mayor of Borja, Eduardo Arilla, points out that this outbreak, at least, has occurred when the entire elderly population is vaccinated. And he believes that the confinement was inevitable because the nearby regions are already closed on the perimeter. On the other hand, this midnight the perimeter confinement will be lifted in the municipality of Tarazona , which has gone from an incidence of 654 cases per 100,000 inhabitants at the beginning of April to 180 today.
The curfew in the region is also removed from May 9.
As for the orders, the confined territorial units will remain under alert level three aggravated. The rest of the Autonomous Community will remain in ordinary level three, which includes some modulations with respect to the current measures:
As explained by Pere Aragonès , as of May 10, the night curfew is eliminated and mobility is recovered to leave and enter Catalonia. Although the vice president of the Government has clarified that he "does not rule out reapplying these measures" if the evolution of Covid-19 worsens.
The acting Minister of Health, Alba Vergés, has assured that Catalonia enters this phase with a favorable epidemiological situation: "We are on the right path, we see the light at the end of the tunnel and that is explained, in part, because vaccination is picking up a good pace, with 3 million vaccines given in Catalonia, and that allows us to make measures more flexible".
However, Vergés has also called for caution and recalled that "it would be a mistake to think that the pandemic is over" , with 1,400 patients admitted to hospitals and 468 in the ICU. For this reason, she has demanded to avoid crowds and has asked that the mask continue to be used and that hand hygiene be prioritized.
As of May 9 and until May 23 , with the endorsement of the Superior Court of Justice of Catalonia, the new Procicat resolution is in force:
The Government of the Generalitat maintains the limitation to a maximum of 6 people for meetings, both indoors and outdoors. This measure, as it affects fundamental rights, needed the endorsement of the Superior Court of Justice of Catalonia, which announced its approval this Friday.

As of Monday, the regulated studies of the special regime are also incorporated into attendance.
In addition, the civic facilities , in which some face-to-face activities were already enabled, will allow capacity of up to 50% of the room's capacity as long as there is optimal ventilation.
As of this weekend, the Mossos de'Esquadra, in collaboration with the local police , are launching a special device adapted to the new conditions and with the aim of guaranteeing citizen security and public order in cities and the traffic safety. In this sense, the acting Minister of the Interior, Miquel Sàmper, has placed special emphasis on "avoiding crowds and massive parties in public spaces" . As explained by the commissioner Joan Carles Molinero, it will be a similar device, in figures, to the one that is launched for New Year's Eve or the festival of San Juan. In Barcelona, the Guàrdia Urbana will mobilize 260 agents from Saturday to Sunday night.
No perimeter closure, no curfew, no limitation on the number of people who can gather. Health will not propose to continue with these 3 limitations and will wait for what happens in the Superior Courts of Justice of other communities to propose a change in these three parameters.
What is extended for another 15 days are the closure of the interior of the hotel, its night closure from 10:30 p.m. and the capacity limits . In addition, closing or limiting hours in specific situations is being considered, according to Reinhard Wallmann.

Only face-to-face tests of selective processes convened by public sector entities may be carried out, respecting hygiene and prevention measures. The president of the Xunta, Alberto Núñez Feijóo, has confirmed that Galicia will leave the perimeter closure on Saturday at 00:00 as a consequence of the end of the state of alarm, when the curfew will also be extended until midnight exceptional way, although this limitation will decay on Sunday.
At the press conference after the extraordinary meeting of the clinical committee, he explained that the perimeter closure will only be maintained in the five municipalities that remain at the maximum level , which are five: Cambados, Vilanova de Arousa, Cualedro, Laza and Padrón, the latter the only one added to this situation.
In these municipalities with the maximum level of alert, the hotel industry will continue to be closed , while in the rest the bars will be able to open until 11 p.m. and the restaurants until one in the morning .
To be consistent with this schedule in the hotel industry, the Xunta is also going to request authorization from the Superior Court of Xustiza de Galicia the prohibition of meetings of non-cohabitants in homes between one in the morning and six in the morning , as well than for the perimeter closure of the municipalities in maximum restrictions.
The curfew is lifted and so is the perimeter closure in the community.
There is no limit on social gatherings.
Authorities are yet to announce the exact restrictions as of May 9.
